Storm Chris moving off Carolinas; to become hurricane later Monday: NHC

Tropical Storm Chris, meandering well off the coast of the Carolinas, is expected to strengthen into a hurricane later in the day, the U.S. National Hurricane Center (NHC) said on Monday.
